Content DescriptionDiscusses the grievances of the 'Protestants beyond sea' along with various treaties from which they felt themselves to have been excluded; suggests ways of affording them the 'ease and safety which is requisite for them' throughout Europe; discusses Queen Anne's intention to give a commission to Mr H. with regard to this issue; recommends that Mr H. consult various European powers for assistance in improving the lives of the Protestants; states that the aim of the commission is to re-establish those rights which have previously been granted to European Protestants by international treaty and not to grant them more at the expense of the Catholic powers.
