Speculates on Lord Halifax's progress in the negotiations regarding the English succession and the States' 'Barrere' [border?]; thinks that this is of benefit to both countries; says that the queen has 'signed a pass' for Comte Tonejaski? which is enclosed [not present]; asks that it be delivered to Mr d'Obdam; hopes that the fleet is sailed as they have heard nothing of it being 'driven back'.
This document has been identified as being in the hand of Robert Harley, 1st Earl of Oxford.
