Mitchell and 'the rest of H.R.H. Council' regarding negotiations with Mr Vryberge and Mr Buys on the subject of the 'Dunkirk squadron'; issues instructions on how to proceed in these discussions; directs Stanhope to discover the exact plans of the Dutch with regard to the size of this year's fleet.
