Content Description	Hopes that Stanhope will be able to settle the contraband issue, if only on a temporary basis; acknowledges that the States have agreed to pay their 'arrears of subsidys' with regard to Portugal; has heard in reports from Portugal that Mr Fagel is acting in such a way as to render the efforts of Lord Gallway 'fruitless'; comments on the damage to merchant and naval vessels from a recent 'storme'; says that Lord Galloway would more successful in his exertions if he had command of the forces. This document has been identified as being in the hand of Robert Harley, 1st Earl of Oxford. Old Style dating on letter.
