Complains at the Queen's continuing delay in responding to the Tsar on specific issues; urges Harley to pursue a formal response; refers to his complaint to Sunderland on 16 Oct. in respect of a [libellous attack] [see Pw2 Hy 1285] and the lack of any action to date.
Endorsed on verso by Robert Harley; says letter was transmitted with a translation [not present] of the Tsar's letter of 30 Aug. 1707.
