Content DescriptionApologises for not replying to Heinsius' letter; explains that he has suffered a great loss by the 'sudden death' of the Duke of Newcastle; values Heinsius' offer of friendship as 'the most valuable present'; assures the Pensionary that he will be kept informed of all events which concern the relationship between England and the Netherlands; believes that their allies will become more reasonable if their union is seen to be stronger; suggests a 'League Offensive and Defensive' after the Peace; believes that this would create a balance to the power of France; will instruct Lord Orrery to speak to the Pensionary regarding the Duke of Savoy and to offer reasons for 'increasing his power in Italy; discusses various diplomatic appointments and missions.

Warns that they may only be able to 'find funds for another year'; speaks of the danger should France discover this fact.
