Says that his cousin Harley will deliver this letter and assures Heinsius of the Queen's good intentions towards Holland; discusses the problems of settling the 'Emperor and Empire's Peace'; says that France appears ready to concur, but that two unnamed princes may make these plans difficult to complete; comments on the details which Mr Harley will appraise him off.
