Proposes the introduction of various new and additional taxes with an indication of their expected revenue; says that he has proposals for the raising of new recruits for the 'land and sea service' without 'any charge to ye publick' and a proposal for the 'shortning and finishing ye Spannish and French war'; says that these proposals will pay off the national debt and that he would like to discuss them in person.
