Content Description	States that he missed hearing Gladstone's [first budget] speech due to social engagements with the Winchilseas and Rodens but it is agreed Denison's report is accurate; believes deeper consideration of Gladstone's proposed alterations is needed; does not believe abolishing some customs duties will reduce collection costs; agrees with changes in income tax limits and its extension to Ireland; objects to changes in taxes on horses and carriages which he describes in detail; refers to 'socialism' of French Republicans; strongly objects to legacy tax which he believes Pitt introduced when desperate for money; believes it to be unfairly levied and lists numbers inheriting various titles as example; refers to taxation in France under Ancien Regime; comments on effect on entailed estates.
