Content DescriptionReports that he has visited Don Juan Blanco and discussed the obsolete claims being made by Spain on the Moroccan tribes; popular opinion in Spain is strongly in favour of a war with Morocco; O'Donnell was compelled to press Spanish claims because of this; he has told Don Juan that he could not recommend the Sultan to settle the matter as the claims were unfair; discusses the position of the Sultan and the Reefians [Rifs] in relation to Spain; states that he has always given the Sultan neutral advice; had mentioned the tense situation created by both the Rifs and the Spanish taking prisoners to Don Juan; Spain was refusing to consider an exchange; Mr Collantes of the Spanish Government had not given instructions to Don Juan to communicate with him so the information must be confidential.

A local chief, Alhadj Allah was attempting to secure the liberation of the Spaniards; he was also gathering intelligence in Tetuan and would report back a week later.
