Content DescriptionWrites to explain the context of his despatch; refers to the financial claims of the Spanish Government against Morocco; informs him that Blanco had been instructed to refuse the restoration of peaceful trade vessels to the Reefians and that he had told Khateeb to await Spain's formal note before notifying the Sultan, who may then cease to listen to the guidance of the British; states that it was unfair of Spain to hold the Sultan responsible for all that happened on the Reef; discusses territorial disputes and suggests that there were 'forces in Madrid' which were looking to cause trouble with Morocco; states that he did not see what they could gain by such an action, pointing out the loss of life when France attacked Algeria and suggests the possibility of a wider war which would involve France and Britain.

Informs him that he was asking Lord Malmesbury for advice on his future conduct and states that he was now ashamed of having recommended the Sultan to yield to Spanish demands; informs him that he had received a communication from the Austrian government to say they were sending a warship to the area to protect Austrian citizens; thanks him for the copy of the speech by the Queen [of Spain] searching for the principles governing the treaty between Spain and Morocco; states that the Sultan cannot be held responsible for the activities of pirates in the region.
