Content DescriptionStates that the Foreign Office had expressed approval of his conduct relating to the Reefians and the Moroccans; informs him that the Moroccan Minister for Foreign Affairs, Khateeb, had arrived in Tangier and had shown him a letter from Don Juan Blanco putting forward a demand for $2,000 and that he had urged Khateeb to write to the Sultan to urge him to settle the debt; discusses the possible establishment of neutral ground in Morocco; comments on the quarantine imposed on Southern Spain, Gibraltar and Morocco, stating that it was a 'farce' and that the plague was never as contagious as it had been in Egypt; discusses horses at length.

Informs him that he had discussed with Khateeb the Sultan's views on the Reefians.
