Content Description	Informs him that he had written to Mr Lumley with reference to José Vidal, who had been supported by Carlos de Espana; discusses the policies of the English and Spanish Governments to Morocco with reference to trade and to the establishment of a headquarters for the Moorish Governor to protect the province against the Reefians [Rifs]; states that this would prevent the Reefians carrying out illegal trade with Algeria; refers to the secret visit of a British Steamer to Morocco and accuses Mr Espana of leaking details to Mr Parro.
