Content DescriptionReports that he has informed Baron Brunnow that the other participants in the conference are unhappy with the wording of the protocol; if submitted to the conference, an amendment will be moved on it; he has a telegram from Mr Odo Russell saying that Count Bismarck thinks that Baron Brunnow should sign a Protocol stating that no power can in future denounce a treaty without consent of the other concerned parties; Baron Brunnow objects to this on the grounds that it condemns Prince Gorchakov's circular; eventually he agreed to the proposed course; he has been informed by Count Bernstoff that Baron Brunnow strongly objected to the Protocol; he received a letter from Odo Russell stating what he had already said in his earlier telegram; Baron Brunnow has agreed to refer to the Emperor the draft of a Protocol.

Prince Gorchakov prefers the original Protocol; Count Bernstoff has received instruction to sign the latest proposed Protocol; Mr Odo Russell sent him a telegram stating that Count Bismarck has instructed Count Bernstoff to agree with any text or wording calculated to gain the consent of all parties.
