Enclosure, in French, of a letter from Prince Gorchakov to Sir A. Buchanan: in which he regrets the publication in the "Journal de St Pétersbourg" of the address to the Emperor by the municipality of St Petersburg; Prince Gorchakov believes that the press has deliberately stirred up public feeling.
