Content DescriptionReports that if the Porte resents Russia's declaration, then Russia will support the Christian populations of the Turkish Empire to rise against the Turks; Russia does not object to other powers discussing Russia's declaration, but the Emperor's decision is irrevocable; the British Government's view is that the declaration precludes discussion; Russia's view is that the British did not object to the abrogations of the treaties respecting Hanover and the German Confederation.
