Content DescriptionReports that he has discussed the issuing and reception of the Russian Circular with Prince Gorchakov; he had at first disbelieved the reports of Russia's intentions; Prince Gorchakov had kept the matter secret from foreign diplomats until their governments had been informed to avoid inaccurate views being conveyed; it should not adversely affect the Eastern Question; he has excused himself from a party at which the Emperor may wish to discuss the subject with him.
