Jules Favre is unwilling to send a representative to the London Conference, unless it is agreed that the conditions of peace between France and Prussia are discussed at the Conference; Prince Gorchakov therefore thinks that if he continues to insist on this, that the conference should meet without a French representative, and that the Protocol should be kept open for the French Government to adhere to eventually.
