Enclosure, of an extract, in French, from the "Journal de St Pétersburg", in which the St Petersburg nobles express their joy at the Government's declaration; the Emperor has delivered them from the painful restrictions that left their Black Sea coast undefended; Russia can now peacefully continue its process of internal reform; the Emperor has ordered for the St Petersburg nobility to be thanked for expressing these sentiments.
