Content DescriptionReports that he has found a list in a correspondence on the subject of armed vessels found in an expedition to Cape Adler in 1864, in which it appeared that Russia had not been very careful to keep her forces within the limits set by the Treaty of 1856, and discussed this with Prince Gorchakov; he also showed him a list by Mr Consul-General Abbott which indicated the present strength of the Russian Navy in the Black Sea, which Prince Gorchakov had not been fully aware of.
