Content DescriptionRequests that, as soon as he learns that the Government at Tours receives the assent of the Government at Paris to participate in the Conference, he states to the Count de Chaudordy that the British Government would like to know in what manner the Russian declaration should be recorded in the Protocols, and whether they think the existing arrangements to neutralize the Black Sea should be maintained, and what concession should be demanded from Russia in return; the British Government wishes to have an exchange of views with the French Government upon these points.
