Reports that the Emperor and Empress send their best wishes to the Queen and Royal Family, and their hope that the Conference will remove all causes of disagreement between Britain and Russia; the Empress expressed her confidence in the friendly spirit in which Lord Granville is preparing the conference; the Emperor said that he wished a way could be found for ending the Franco-Prussian War.
