Content DescriptionBelieves that the Russian Government should take the opportunity to seek a revision of the Treaty of 1856; Prince Gorchakov's wish for a peace congress between France and Prussia possibly arises from a wish to revise the more obnoxious articles of that Treaty; Prussia shows no interest in a congress but may be willing to repay Russia's support in the recent war in some way; has evidence that Russia did support Prussia; believes that General Ignatieff acted on his own initiative in his dialogue with Aali Pasha; this has caused much dissatisfaction; they had discussed the revision of the 1856 Treaty; Ignatieff has been indiscreet, given his official position.

In view of the interest this aroused in Vienna and elsewhere, a letter approved by the Emperor was sent to Ignatieff by the St Petersburg government asking him to avoid such subjects unless instructed to do so; Ignatieff has left Constantinople and is on leave; has not mentioned this matter to Prince Gorchakov as Ignatieff's conversations were not official; Sir Andrew believes that Prince Gorchakov and the Emperor still have not given up hope of a European Congress; the Russians he has spoken to believe that when Russia is strong and rich she will no longer have to submit to such humiliating terms; he had heard Prince Gorchakov say that Russia's loss of territory through this treaty set a bad precedent, and that the powers responsible could not now remonstrate against the dismemberment of France, nor expect Russia to do so.
