Content Description	States he was pleased that Mr Matthews and the British subjects have found a house for protestant worship; the congregation size was so limited that the Spanish authorities would have no cause for interference so long as the meetings were conducted privately; congratulates Young on finding the house and states it was for the British residents to judge whether they could afford to support a chaplain; informs him Lord Russell was willing to assist them in trying to find a stipend for a chaplain under the Consular Act; comments on the activities of the British missions who were undermining work to allow British citizens to worship privately.
