Refers to a meeting with the Minister of Finance, Mr Salaverina, to discuss the capture of the 'Louisa'; refers to the reports submitted by various departments and committees which state that the 'Louisa' was captured in Spanish waters within 3 miles of the coast and that the master of the vessel had falsified his certificates; reveals Mr Salaverina is willing to release the vessel and her cargo but adds that he cannot be expected to offer any compensation to the owners; reveals it is not yet know whether Her Majesty's Government will agree to these terms.
