Refers to a complaint made by the Governor of Gibraltar regarding the illegal capture of a ferry boat and her cargo by a Spanish revenue vessel; reports that despite Sir James Ferguson's attempts to demonstrate that the capture took place in British waters, Calderón Collantes has stated that the vessel was properly condemned by a Spanish Fiscal Tribunal; reports that the question is 'not that of mere condemnation of acquittal of a smuggling boat, but one of grave international importance'.
