Reports Spain is ready to pay the debt providing it is 'justly due'; reveals it appears that no proper account was ever presented to the Spanish Government as nothing could be found in their archives; discusses the number of muskets supplied and explains this forms the main part of the debt; reveals that a large number of muskets cannot be accounted for; explains they may have been confused with the rifles supplied at the same time; requests that Her Majesty's Ordnance Office prepares 'a statement from their own books' to 'prove the quantities shipped'; reports it is unreasonable to expect the Spanish Government to pay such a large debt without investigation.
