Refers to a dispatch sent by the Spanish Consul General in Mexico which discusses General Almonte's reply to a note from Calderón Collantes; reveals the reply to this note was approved by the Mexican Government 'merely out of deference to the mediating powers'; reveals the Mexican Government will ask General Almonte whether the mediating powers would have considered their task complete had he not requested further negotiations; reveals that if this is the case, then he should enter without delay into negotiations 'with any plenipotentiary named by Spain'.
