Content DescriptionRelays information from Marshal O'Donnell that there are sufficient Spanish troops to enforce the demands the Spanish made on Mexico in 1857 and they will use them if necessary, but that whatever measures are taken it will not effect the internal affairs of Mexico; details what he knows of the military tactics Spain are to implement; relays O'Donnell's intention to rigorously exact compensation for injuries sustained by Spanish subjects and the fulfilment of the engagements contracted by Mexico under the convention of the 23rd June 1857; notes O'Donell's observations that England and France cannot remain indifferent to events in Mexico, which will he fears lead to the annexation of Mexico to America.
