Content Description	Reveals the Mexican Government have instructed General Almonte to reach an immediate settlement with Spain; reports the Mexican Government has agreed to compensate the victims of the San Vincente and Cuernavaca massacres; explains the sum must be agreed using the mediation of France and Great Britain; refers to a note received by Calderón Collantes from General Almonte in which the Mexican Government questions whether it should be held responsible for the massacres at all; reveals the Spanish Government holds the Mexican Government responsible for the massacres; reports the Spanish Government cannot allow the settlement of the question to be delayed for much longer as the cost of maintaining Spanish forces on land and at sea is too great.
