Content Description
Reports that Spain will almost certainly declare war against Mexico; reveals that because the Spanish Government 'have long been in the habit of making political capital out of this question', previous reports regarding the seriousness of the situation may have been ignored by the mediating powers; relays apologies to the British Government who may find the present threat of war surprising; discusses the Convention proposed by Spain and explains the Mexican Government should accept the terms, as assurances have been given by Calderón Collantes that Spain will 'fulfill all the obligations she has contracted under the Convention'.
