Fournier for use by Collantes; explains the memorandum contains 'assurances of a nature to render General Almonte less reluctant to accept the Spanish ultimatum' and advises that the mediating powers be allowed more time to ensure the demands of Spain are acceptable to the Mexican Government; discusses changes made to the memorandum by Collantes; reveals the Spanish Government have authorized him to adopt the draft with slight modifications.
