Refers to interviews with Mr Powles, Marshal O'Donnell and the Minister of Finance concerning the Spanish certificate holders; reveals 'Spain labours in being excluded from the many markets of London and Amsterdam'; reveals that because of the difficulties involved in acknowledging the certificates, Mr Powles must obtain the support of the Spanish journals; discusses other ways in which 'the Government could adopt the question'; reveals public opinion is favourable to an agreement with the certificate holders.
