Content Description	Comments on the actions of Señor Aparici in congress; he has moved a series of resolutions that would restrict the actions of civil governors and judicial functionaries at elections; he "took...the opportunity to portray parliamentary government in the blackest colours"; his resolutions were rejected; the following day Mr Olózaga moved a series of resolutions against abuses committed at elections by public functionaries, and made an eloquent speech; Mr Olózaga's proposals have been referred to a committee by a unanimous vote.
