Content DescriptionReports that the debate in the senate has not yet been concluded; an amendment proposed by the Marquess de Modins was thrown out, but he took the opportunity to attack the Government's policy, in particular the revision of the electoral lists, removal of judicial functionaries; prosecution of opposition newspapers and the alleged improper pardon of persons condemned to imprisonment for libel against members of the opposition; discussions are now taking place on a paragraph relating to the Court of Rome; in these debates the Government was defended by both Mr Pacheco and Mr Lusaingua, both distinguished members of the old Progressivista Party; they discusses the revision of the electoral lists; Marshall O'Donnell defended the Government most effectively

He defended himself against taunts about his Irish descent, and that of his colleague, General Crowan; Marshall O'Donnell then defended his record in government, and claimed that he had been libelled by persons with grudges against him; there was much comment on a proposal by the Marquess of Miraflores that the deputies of the assembly should be chosen by lot from all persons eligible; this is the system followed in Navarre; it would mean virtually a restoration of absolutism; he [Buchanan] will forward an abstract of the budget as soon as possible.
