Content DescriptionReports that a royal decree has been published, establishing colonial governments for newly acquired territories; the Spanish government will grant land freely to Spanish settlers and companies; discusses the planned development of the territories, in particular relating to land and taxes; discusses custom duties; the Governor has been granted about £10,000 to assist colonists in their first years of residence; about £5,000 per annum has been allotted for public works, £200 per annum for the Jesuit missionaries and £20,000 for setting up systems of government; military and naval expenses will come from Cuba's budget; communications will be set up between Spain and the colony; Don José della Gandera has been appointed governor; the garrison will consist of about 200 men.
