Content Description	Reports that he has received from Mr Drummond-Hay a copy of a letter addressed to him from Mr Porro, regarding the alleged complicity of Don Carlos de España in a fraudulent transaction; it appears that Don Carlos has betrayed to Mr Porro confidential information confided to him by Mr Drummond-Hay regarding the British Government's attempts to persuade the Moroccan Government to build a port on the coast; Mr-Drummond Hay did not have enough information on this to bring a formal accusation to his Spanish colleague; he has brought the matter to the attention of Señor Ist£riz, and informed him that Mr Hay will now abstain from giving confidential information to Don Carlos; the President of the Council and Señor Comyn assured him that Don Carlos would be immediately recalled.
