Content DescriptionReports on a conversation that he has had with Mr Collantes on the "deplorable" situation in Mexico, and whether foreign powers should intervene; Mr Collantes said he would be willing to co-operate with Britain and France in establishing settled government in Mexico; however, if a foreign power should try by force to further its own ambitions at the expense of Mexican Nationality, Spain would be bound to oppose it; Spain may not go to war, but will certainly protest strongly against the aggressive American foreign policy; Mr Collantes complained of the United State's actions in capturing a Cuban steamer with one of its squadrons.
