Content DescriptionReports on a discussion that he has had with Mr Collantes regarding debts owed to Britain by Spain; Mr Collantes became very angry and said that he [Buchanan] always thwarted his policy; Mr Collantes complained bitterly of the position which the British Government had put him in over the African Question; Mr Collantes claimed that, on the Moorish Question he [Buchanan] had "driven the whole country towards the Pyrenees"; he [Buchanan] stated that the British Government regretted the course which it had been obliged to pursue regarding Morocco; they discussed the apparent indifference of France to Spain's alleged intention of conquering the mediterranean coast of Morocco; Mr Collantes argued that Spain would be no obstacle to France if she wished to conquer Morocco.

They discussed the matter of a French-Spanish alliance in the event of a European war; they discussed the present difficult relations between Spain and Britain.
