Content DescriptionReports on a discussion he has had with Mr Collantes on the subject of the Spanish debt to France for the expenses of the army of occupation in 1823; Mr Collantes stated that on the outbreak of the present war he was concerned that the French would not use their claim against Spain as a pretext for occupying Spain's territory or influencing her independent action; Mr Collantes has therefore made arrangements for its payment; he [Buchanan] has heard that it is unlikely that the Spanish people will object to the payment, as anti-French feeling is strong and therefore they would not wish to be in debt to France.
