Content Description	Bookmarked Reports on the present political situation in Spain; discusses the financial resources of the Spanish Government; reports on the progress of railway building, and the use of steamships; reports on the strength of the Spanish army and navy; comments on the effort in Spain to raise the country above the low level to which it had sunk to as a result of a long period of bad government, and a series of national disasters; the government's recent policy towards Mexico and Morocco demonstrates an awareness of its growing strength; the great weakness of Spanish Government is the influence of the court; no administration can survive without the support of the capricious and untrustworthy monarchy; discusses the previous year's crisis over the electoral lists. Discusses the composition and proceedings of the Congress; discusses Marshal O'Donnell's reputation; discusses proposals to reform the press; comments that the present administration clearly desired reform; he believes that the best policy for a British minister is to keep himself detached from the day-to-day political intrigues and party struggles in the Spanish Government.
