Content DescriptionInforms him O'Donnell may attempt to annex Tetuan to Spanish possessions in Africa if the Sultan of Morocco would not pay the Spanish war expenses; reports that the Seville and Cadiz Railway Company had received instructions to supply sleepers to link Tetuan with the coast as soon as possible; reports a reference made to the island of Perigol as a Spanish possession and suggests this may be designed to encourage the British Government to urge the Sultan of Morocco to agree peace on Spanish terms.

Informs him that Spanish ministers had enquired if Mr Drummond-Hay had reported on Moroccan public opinion; discusses the size of the Spanish Navy and states that the fleet which had sailed from Cuba would increase the strength of the force and enable a damaging blockade to be mounted against the Moroccan Empire; reports he had informed Ministers that English and French fleets had been ordered to retire from the Straits of Gibraltar.
