Contents refer to trade, the economy and Tariffs; following the war between Turkey and Russia there was a question as to what would happen to the so called 'rebels', or refugees; the Czar was adamant that they should be expelled from the Porte; Buchanan assisted Stratford Canning and Lord Palmerston in defence of the refugees and negotiations with the other european powers; brief mention of the Danish constitutional question.
