Informs Dawkins of changes in the tallow market; invites him to consider the view of Hancock and comment on the imposition of tariffs; describes the differences in the financing of English woollen manufacturing in Russia with that of local concerns; details situation regarding changes in tariff regulations and relates unofficial information from Mr Fischer; the Emperor is pleased to receive private correspondence from the Queen of England and is cheered by this; his health is still a matter of concern; Buchanan enquires as to whether he should consult Count [Woronzow], who is expected in St Petersburg, on the subject of Foreign Office interest in the islands of the Caspian Sea.
