Content DescriptionStates that the questions of the day seemed to be centred on Ems, London and Berlin and that he did not believe Bismarck really cared 'who was master of the Black Sea' or that he would prove to be a sincere friend to England or Austria; asks him to clarify the situation regarding Wrede and the number of consuls in Belgrade and to inform Lord Derby of the outcome; discusses the probability of war breaking out and states it may be averted if the Prince of Montenegro could persuade the insurgents to lay down their arms.
