Reports a conversation with Bismarck, who had mentioned that Andrassy had written to Apponyi at Paris to put to the French Government his [Buchanan's] proposals for joint action once Pius IX dies; lists proposals referring to Rome and the Catholic powers; asks him for further details and informs him he would speak to Bismarck on the subject again; informs him the visit to St Petersburg had been a success and that Bismarck was likely to accompany the Emperor to Vienna.
