Content DescriptionReports that the Foreign office was in a state of stagnation while awaiting the outcome of Thiers' mission but did not doubt that there would be a violent reaction in Paris; speculates that Prussia would have to lay siege to Paris and states that this would be difficult, but that the Prussian army was well supplied; reports that Beust was suspicious of the Russians but that there were rumours in Berlin of an understanding between Prussia and Russia; expresses doubt that this understanding would damage Turkey and suggests neither Bismarck or Russia would want another war and that Beust was 'making mischief'; encloses evidence of the Diplomatic Committee [not present]; reports that the Americans were selling weapons to France.

Informs him he will receive the answer to Bernstorff's letter; reports that Bismarck was manipulating the German press and states the Prussian people were tired of war; reports the war was having an adverse effect on the harvest; comments on events in China; reports that the Pope was maintaining a 'dignified seclusion' in the Vatican, speculates that he may snub Victor Emmanuel when he entered Rome and reports Bismarck had probably suggested the Pope take up residence in Cologne; has passed Colonel Blane's application for leave to the War Office; comments on Russian policy in the Black Sea; reports that the Empress Eugénie had published a statement denying participation in Prussian intrigue; reports Spain had a new King and that this was the best hope of escaping anarchy.
