Has returned from England following the death of his mother; had been received by Mellish at the Foreign Office; everyone there agreed Buchanan showed great tact and judgement; was sorry to discover anti-Russian feeling which he believed to have been created by Cowley and Stratford Canning; informed the Foreign Office that he believed there was enough revolution in the south and west.
