Informs him that he was to be his new Secretary in St Petersburg; asks for permission to remain on leave and for details of any duty that would have to be paid on items entering Russia; states that Georgiana could tell him what sort of things he would need if she returned home; informs him that the Queen was at Balmoral and that William Lowther had been offered Constantinople; points out that [Savile] Lumley would have problems finding the court at Saxony.
