Content DescriptionReports that the negotiations had commenced and that Bismarck was to participate; informs him that Beneditti had applied to Bismarck for compensation on behalf of France and that Bismarck had refused; states that the Emperor Napoleon was not 'a man to advance a claim and then withdraw it'; the French had referred to the position of 1814 but had not mentioned Belgium and its frontiers; states that the matter would have to be settled before the annexation of Hanover, Hesse and Frankfurt were officially announced; discusses the possibility of a war between France and Prussia, which the German press seemed enthusiastic to fight.

Reports that there was some anxiety in Berlin as to the intentions of Russia and Manteuffel as Russia was said to be 'indignant at the policy of Prussia' and Gorchakov would look for something 'in the distribution of loaves and fishes'; reports that Bloomfield wrote informing him of the total state of confusion in the Austrian Government; informs him that he hoped to take leave but did not think it would be possible.
